Abstract
Over the last decade the NHS has undergone many policy and organisational changes and the message of government policy initiatives during the 1990s was that the successful development of primary care depended on greater local flexibility and a reduction in central regulation. The NHS (Primary Care) Act 1997 allowed for the voluntary establishment of different methods for delivering general medical and other services through local, flexible contracting arrangements. One of the principles set out by the NHS (Primary Care) Act 1997 was that all Personal Medical Services (PMS) pilot sites thus established should be evaluated. This document presents the findings of the local evaluation of a ‘third wave’ PMS pilot site in North Cheshire.Citation
